Like most Judge Dredd movies, I think it fell down by not trying to capture some of the dark humour of the comic. I don't think the comic would have been nearly as successful if it didn't also make you chuckle occasionally.
And making Judge Anderson into a rookie was your typical downgrade of a female character who might otherwise have overshadowed the lead. (Anderson has her own series for a reason ;) ) But I forgive it a lot for Clan Techie :)
